Making AYP in New York State

To make AYP in English language arts or mathematics, every accountability group must meet both a participation requirement and a performance requirement (AMO). If any accountability group in a school fails to make AYP in English language arts or mathematics, the school fails to make AYP in that subject at that grade level. If the district failed to meet its performance requirement (AMO) at every level tested in either language arts or mathematics, the district will fail to make AYP.

  • AYP Performance requirement for ELA & Math
    Each accountability group with 30 or more continuously enrolled students must achieve one of the following:

    • The performance of each accountability group must meet or exceed the appropriate effective AMOs for the subject and grade level; or

    • Any accountability group that did not meet or exceed its effective AMO must make “safe harbor

    • Note that with 3-8 testing, combining multiple grades into one index makes it more likely that more accountability groups will reach the 30-student threshold.

  • AYP Participation requirement for ELA & Math
    • Elementary/Middle-Level: Districts/schools must test 95 percent of students in each subject and grade in each accountability group with 40 or more students enrolled on test administration day. All enrolled students, including those who have not been continuously enrolled since BEDS day, are counted in the 95 percent participation calculation.

    • Secondary Level: Districts/schools must test 95 percent of grade 12 students in each subject in each accountability group with 40 or more students who were either enrolled on June 30 (end of that school year) or who graduated during the school year. All enrolled seniors, including those who are not in the accountability cohort, are included in the participation rate calculation. 

Districts/schools failing to meet the 95 percent participation requirement cannot make adequate yearly progress, regardless of performance.

To make AYP in science, the “All Students” group (if it includes at least 30 students) must either meet the State science standard or its Progress Target.

To make AYP in graduation rate, the % earning a local diploma (with or without Regents endorsement) for the “All Students” group must meet the Grad Rate standard or its Progress Target. Note: Students excluded from the cohort because they transferred to a GED program ARE COUNTED in determining Grad Rate AYP.
